Canonical definition

What Intelligence Sovereignty means.

Intelligence Sovereignty is the sustained ability of a nation or institution to develop, access, understand, govern, assure, adapt and continue operating the intelligence capabilities upon which its decisions, services and strategic interests depend, while retaining sufficient independent evidence and institutional capacity to evaluate and contest those capabilities, without becoming critically vulnerable to the decisions, failure or withdrawal of external actors.

Foundational principles

Four principles govern the framework.

1 · Strategic dependency

As intelligence becomes embedded in critical decisions, it becomes part of national and institutional infrastructure.

2 · Freedom of action

Ownership can strengthen sovereignty, but the defining characteristic is the ability to choose, govern, challenge, adapt, replace and continue operating.

3 · Evidence

Policies establish expectations. Assurance provides evidence. Evidence creates justified trust.

4 · Resilience

Sovereignty matters most when circumstances change. A framework that works only while providers and access remain stable is not sufficient.

Five Sovereignty Pillars

Mutually reinforcing, with no implied hierarchy.

Capability SovereigntyThe human and institutional competence required to understand, develop, challenge, operate and improve intelligence capabilities.
Governance SovereigntyThe ability to determine and enforce rules, accountability, permitted uses, decision rights, transparency and remedies governing intelligence systems.
Infrastructure SovereigntyThe resilience and controllability of compute, cloud, data, connectivity, identity, cybersecurity and energy foundations.
Operational SovereigntyThe ability to maintain essential services and decisions when suppliers, models, prices, licences, ownership structures, technical conditions or geopolitical relationships change.
Knowledge SovereigntyThe ability to create, retain, validate and transmit the intellectual capital required to sustain intelligence capability over time.

Evaluative Sovereignty

Cross-cutting evaluative capacity.

Evaluative Sovereignty is not a sixth pillar.

It describes the institutional capacity to obtain, interpret and act upon sufficiently independent evidence about whether delegated intelligence remains fit for reliance. Assurance provides evidence across all five pillars.

Maturity model

Five provisional descriptors, assessed independently per pillar.

All five maturity descriptors remain Approved Provisional for controlled development and piloting. Detailed evidence thresholds are not approved.

1 · Emerging

Intelligence capability adoption is experimental; governance and assurance are limited and reactive.

2 · Managed

Policies and processes exist; dependencies are identified, but management is inconsistent.

3 · Governed

Ownership, assurance and accountability are defined across key areas.

4 · Resilient

Critical dependencies are managed; alternatives and continuity arrangements exist.

5 · Sovereign

The nation or institution can govern, adapt and sustain intelligence capability while collaborating without unacceptable dependence.

Restrictions

No single overall maturity score, averaging, overall Sovereign claim, league table, certification or public comparison is authorised. Every maturity claim requires identified evidence and narrative justification.

The Intelligence Sovereignty Test

Rapid executive triage, not certification.

1. What critical decisions depend upon this intelligence capability?

2. Who ultimately governs it?

3. How do we know its outputs remain trustworthy?

4. Can we replace it without unacceptable disruption?

5. If access changed tomorrow, what capability would remain under our control?

Operating rules: Question 1 is an unscored inventory prerequisite. Questions 2–5 use Yes, Partially or No. A No or Partially response to any of Questions 2–5 indicates a potential Intelligence Sovereignty issue requiring further assessment. No numerical scoring or overall Test score is approved.

Assessment architecture

Evidence first, with limitations visible.

1–2 · Define and gate

Define the assessment object, then establish criticality, affected decisions and services, consequences, stakeholders and provider or infrastructure dependencies.

3–5 · Assess

Assess all five pillars, apply evidence to every finding and assign one provisional maturity level independently per pillar.

6–7 · Report and act

Produce an evidence-supported profile, limitations and priority actions, then assign responsible ownership. Missing or conflicting evidence remains visible.

Originality Position v1.0

A bounded combinatorial and operational contribution.

The framework does not claim to originate neighbouring sovereignty, resilience, assurance or contestability traditions.

Its claimed contribution is the integration of independent evaluability, legitimate governing capacity and continuability at the institutional point of consequential reliance, operationalised through the Five Sovereignty Pillars, the Intelligence Sovereignty Test and an evidence-led non-compensatory assessment architecture. First applied assessment

CEREARK Executive Office / SOJ Executive Office.

The first controlled applied use assesses the CEREARK Executive Office, including Trevor as governed Chief of Staff. It is an evidence-led pilot assessment, not certification, conformity assessment, public rating or independent assurance opinion.
